Philbrook vows resignation over welfare budget cut
Vermont welfare chief Paul R. Philbrook told the Senate Appropriations Committee he would resign if the legislature cuts his budget request by five million dollars. He warned the cut would be a disaster for the people, forcing welfare benefit reductions amid high inflation. The legislative budget plan aims to avoid a tax increase and also would affect mental health services by eliminating jobs, according to Robert Okin, state mental health commissioner.

Selectmen approve 3 percent pay raise amid budget cuts
Bennington selectmen slashed the town budget Tuesday afternoon in major cuts across departments while agreeing to a 3 percent across the board raise for police and public works staff. They also froze wages for Town Manager Harold R. Saunders and other managers and limited the Town Meeting warning to two insertions. Seated proposals to close the Community Recreation Center faced strong opposition from Recreation Director Roger Goodnow. Budget items for Day Care, Tutorial Center, and Bennington Opportunity Council were placed in the budget rather than on the ballot as talks continue on final figures.
