Albany Deadlock Delays Leaders as Bank Offers Aid
Nine more ballots were cast in Albany as Senate and Assembly leaders remained unchosen amid a Democratic stalemate. The National Commercial Bank of Albany offers two weeks pay as an interest-free loan to about 400 legislative employees and 208 legislators to ease payroll strains. In 1934 a similar deadlock froze Capitol payrolls. Troy welfare chief Gemmill noted a $2,817.60 repayment from a conscientious woman for emergency assistance during unemployment. Chatham teen Ronald Carter, 17, is a finalist in the National Achievement Scholarship Program, the only Albany area student among 639 finalists.
