Disunity Emerges in Day-Old Viet Nam Cabinet
In Saigon four generals named to Tran Van Huong’s cabinet boycott a ceremony claiming they are too busy with operations. Brig. Gen. Nguyen Cao Ky seeks a revolutionary policy before taking his post, threatening a shaky start to the reshuffled government amid U.S. backing and Buddhist opposition. Ky plans talks with fellow generals as doubts arise about an effective government, while U.S. envoy Taylor calls the changes a positive step for military support.

President Johnson's push to develop the Poseidon missile signals a major expansion of Navy submarine warfare. Poseidon, twice as accurate as Polaris, would allow subs to target specific military sites and could reduce reliance on land based missiles.
