Congress tends to cut Kennedy’s new appropriations, restoring much in subsequent years. Past five fiscal years show total reductions around $12.5 billion while supplemental and deficiency bills near $20 billion. The pattern peaks in election cycles with large restorations after elections.
Federal mediators meet separately with publishers led by Amory H Bradford of the New York Times and with Local 6 unionists led by Bertram Powers as a 42 day New York newspaper strike continues. A new stopgap paper the New York Chronicle is planned to print in Mount Kisco.
Katanga president Moise Tshombe plans to return to Kolwezi to avert destruction of industrial facilities and ease peaceful UN entry by Monday. After a four hour talk with UN officials, Tshombe promised cooperation, with Congo Premier Cyrille Adoula stating it may be his last chance to reunite Katanga with the rest of Congo.
Tshombe pledged to renounce ambitions for an independent Katanga and ordered gendarmes in Kolwezi to comply with U.N. troops. He agreed to dismantle explosives at Union Miniere facilities and the dam area. The U.N. will safeguard Katanga gendarmes and treat them as non prisoners of war. Entry into Kolwezi to be completed by January 21.
In Montpelier Governor Hoff proposed two legislative sessions over two years to study major state problems and later present solutions. Republicans were wary or critical, while Democrats praised the novel approach though few specifics were given. Hoff plans to send a one year budget message soon.
A. Luke Crispe announces a suit filed in Brattleboro federal court challenging Vermont House and Senate representation. The case targets Gov. Hoff and top lawmakers, seeks at large elections or quick resolution by next general election, and introduces Crispe’s own reapportionment plan.

A joint Vermont House resolution calls for a seven member legislative committee to study the tax structure and report to Gov. Philip Hoff by December 31. The analysis would cover future tax revenue, changes in rates and types of taxation, and how any shifts would affect revenue distribution among government units.
In East Berlin Wu Hsiu chuan, a Red Chinese delegate, faced jeers from 2,500 delegates as he attacked Soviet coexistence policy. Khrushchev, absent, spent the morning at a television factory while Chinese criticisms were met with protest and interruptions. Wu persisted for 30 minutes before finishing with muted reception.
Khrushchev invited Willy Brandt to cross the Berlin Wall for a talk on the Cold War future. Brandt declined under pressure from the Christian Democrats, arguing the move could aid Communist claims. Voters in West Berlin head to the polls February 17 to elect the 133 member House of Representatives.
France urged an end to negotiations and proposed associated membership for Britain while the other five members pressed to continue talks. De Gaulle led the push for delay and a graceful exit, as delegates prepared to resume discussions amid fears over Europe’s integration pace and ties within the six-nation bloc.

The ultramodern cargo liner Shirley Sykes, under the Red Cross flag, carries 7,000 tons of ransom supplies for Fidel Castro and sails toward Havana. A Pan Am flight is expected to deliver 10,000 pounds of cargo to the Cuban capital and return with Cuban-American evacuees.
New York AP says Senator Wayne Morse chairman of the presidential mediation board remains hopeful after the board's first day. He notes progress and clarified issues with the Atlantic and Gulf Coasts dock strike and says the board has offered suggestions.
British Labour leader Hugh Gaitskell showed some improvement after artificial kidney treatment but his heart remained weak and he was still dangerously ill. In Kansas City, former President Harry S. Truman prepared for a routine hernia operation at Research Hospital after a physical exam and a morning at the Truman Library.

At the same time housing officials disclosed Thursday the dorm room they would assign to the Charleston Negro if admission occurs.
