School Budget Surplus Highlighted by Manchester Board 1974
Manchester's school board reports a 1974 budget surplus after inheriting a $40,000 deficit. Capital work focused on heating system upgrades, boiler repairs, insulation, and a new condensate pump to reduce oil use and uneven heating. Upcoming roof repairs, studied by Rutland architect Clarence Whitney, loom as a necessary expense. A new 66 passenger bus was bought to replace an older model. New instrumental music program and strand program for 7th and 8th graders expand electives and reinforce core learning. Pupil progress reporting shifts to a combined letter grade and parent conference system. Field trips included Boston, Fort Ann, and a Long Trail hike.

Federal rules threaten food stamp access says Craig
Craig, director of the Office on Aging, warned the Advisory Council on Aging in Bennington that proposed federal rule changes by the Food and Nutrition Service could bar anyone with net income over 145 dollars a month from buying food stamps. The plan would require buyers to spend 30 percent of monthly income and cap purchases at 46 dollars, raising costs sharply for many recipients. He cited Senate opposition and urged Congress to override the changes while also proposing regional training funds use. The council set a March 11 meeting at St. Margaret Mary's Parish Hall and deferred February session unless needed.
