Unification plan pages include non political manager rule

The final draft requires the town manager to be chosen on executive and professional qualifications and not to engage in political party activities. Some members urged extending this non political requirement to all town employees, but the majority rejected that. The draft also tightens eligibility for a 65 cent public services tax discount to water and sewer service availability and cost based connection, with officials noting definitions avoid creating automatic water rights.
