UPI reports a 36 hour truce ended with heavy fighting near Saigon and Dau Tieng. American forces say 351 Communists were killed while 23 U.S. troops died and 153 wounded. Air strikes resumed against North Vietnam as both sides blamed violations.
The manslaughter trial of Franklin D. Frantz Jr. of Woodford is expected in Bennington County Court late January or early February. State's Attorney John T. Carmody Jr. said a start date will be decided in a conference between the Vermont attorney general and defense lawyers. Frantz, 47, was indicted Oct. 27 by a county grand jury for manslaughter in the Oct. 8 shooting death of Albert C. Mallory, 41, of Brattleboro. He pled not guilty at arraignment and is free on $10,000 bail. Defense attorneys were John P. Morrissey and Donald O'Brien.
In late 1967 Vermont faced a major highway funding crisis after an estimated arterial program cost soared by 300 million dollars. Gov. Hoff announced plans for a 24 million dollar bond issue and higher highway fees to rescue construction while the state weighed a second bond and another penny in fees. Alongside, Education Commissioner issues and a stalled school district consolidation effort dominated state politics as Vermont Yankee’s Vernon plant secured a provisional construction permit and party leadership changed hands under Elbert Moulton’s GOP chairmanship. Hoff’s stance on national policy and Democratic debates colored a turbulent year.

Dr Christian Barnard led a five hour operation at Groote Schuur Hospital Cape Town delivering a second successful heart transplant. The recipient Dr Philip Blaiberg aged 58 received the heart from a 24 year old mixed race donor in a historic cross racial transplant. Hospital superintendent J Burger reported the success.
New York City averted a second crippling transit strike with a two year contract for 36 000 bus and subway workers. Pay rises of 5 percent now and 6 percent on July 1 1969 plus improved pensions under a deal announced by Mayor John V Lindsay after 39 hours of talks with the Transit Authority and TWU. The agreement ends a deadline and avoids the mass disruption feared by 7.5 million riders.
Vermont legislators arrive in Montpelier for the 1968 session. Major issue cited is highway financing with a $24 million bond issue and a penny rise in user fees to fund arterial road work. Gov Hoff may seek a second $24 million bond and fee hike to speed the program. Additional requests include tax measures to cover a deficit and possible executive reorganization and school district consolidation bills.
