In Saigon a U S official cites three options for South Vietnam: target China and North Vietnam, pursue a neutralization scheme, or persist with the current muddle. No American in authority is satisfied, with limited war and political caution shaping decisions against a large escalation.
Hundreds of Greek Cypriots queued at police stations to join a 5,000 man force sought by President Makarios to regularize irregulars from the Eoka era. Turkish Cypriots denounced the move as legitimizing Greek terrorist groups.
In 1962 the Supreme Court barred official prayers in New York schools and the debate over school prayer surged in Congress. The House sees 144 proposed constitutional amendments to counter the ruling and hearings are eyed. Rep Becker pushes a discharge petition to bypass committees with 218 signatures. he has 149.
Secretary of State Dean Rusk says he will avoid partisan campaign activity but will discuss foreign affairs on a national and bipartisan basis. He rejects claims the Viet Nam war facts are being hidden and notes increased public concern over Viet Cong activity.
President Johnson begins his 1964 election campaign with a strong civil rights stance before a Southern audience. He meets crowds on the streets, visits the father of the late President Kennedy in Palm Beach, and travels to a hotel nightclub to see Tony Martin and Cyd Charisse before returning to Washington early.
The Vermont House reviews a 1.25 million school aid bill seen likely to pass and head to the Senate amid debate on its funding. Gov Hoff criticizes the cut, while a separate measure on a lottery for education is reported unfavorably by the General Committee.
Princess Anne Maryland imposes a 21 and under curfew as racial demonstrations turn violent. Town commissioners enforce the curfew starting 9 15 pm with sidewalks mostly empty by 11 pm. Maryland State College students clashed with police prompting about 130 state troopers to be deployed. Student leader John Wilson vows renewed demonstrations and plans to meet Governor Tawes in Annapolis.
Vermont officials including Chief Justice James Holden and Judge Sterry Waterman urged action on Gov Hoff’s district court bill to replace 17 municipal courts with full time judges. Critics fear slow session progress and warn of persistent flaws in any overhaul, urging action in 1965 rather than the current special session.
On the Inside candidates for selectman make their statements the municipal airport and library issues explained. The first woman to run for governing office in Hoosick Falls is on the slate for village trustee. Springfield Cosmos dump Mt St Joseph's in SVL semi.
New York Governor Nelson Rockefeller and wife Happy made a quick 10 minute stop at the Vermont State House, meeting Hoff's staff and several legislators. Rockefeller discussed education aid and the revised New York school aid formula with Rep. H. Ward Bedford before departing for Keene New Hampshire.
Objections reportedly arise to petitions filed by Salvatore Santarcangelo for Bennington Village President as he runs as an independent. Village officials note any written objection must be filed to be official, with Clerk Hurley deciding validity and ballot status. Santarcangelo vows to stay in the race or pursue a write in if needed.
