Gov. Thomas Salmon urges a temporary abolition of the Defender General's office which counsels poor defendants, proposing private volunteer lawyers handle caseloads while lawmakers debate funding. West warns the office could run out of money by May without a $75,000 supplemental appropriation, and says the old court-appointed system would be costlier. Salmon notes Supreme Court rulings require counsel for defendants facing prison terms and says private lawyers could run the program for a year or two. He will lead exploration while decisions are made, depending on Legislature's actions.
