Massachusetts Connecticut and Rhode Island would gain improved hourly to half hour passenger service by 1980 to 1990 while freight traffic shifts to faster routes. The plan envisions federal subsidies and possible purchases, upgrading mainlines including Albany Boston and Poughkeepsie Bridge reopenings, and 218 miles of self supporting track plus 261 miles subsidy eligible.
