In Troy, Mayor William ONeill switches party affiliation from Republican to Democrat, and the new Democratic majority seeks to dismiss Republican legislative assistant Steven M. Boggess, replacing him with Democrat W. Brian Sullivan, a longtime Dem patronage appointee.
