The Bobby Baker investigation moves forward as Baker refuses to answer committee questions. The House Education Committee proposes an equalization plan for Vermont state aid that avoids any town losing aid in 1964 and limits gains to 50 percent for towns receiving new aid. Melvin Belli pleads to move the trial citing local tension, but Judge Brown overrules. Ruby is charged with murder with malice and faces potential death penalty.
