The 1963 village budget of 233634, adopted by trustees, raises general fund tax to 2.10 and highway tax to .95, totaling 3.05, up from 3.04. A 6,000 increase is offset by Grand List gains, with one cent more levy needed. Ballot articles amount to 42935, adding 41 cents if approved.
Vermont Senator James L. Oakes says the Champlain Waterway would boost the state economy by creating a direct link from the Great Lakes St Lawrence route to New York port and beyond. In Green Bay a 16 year old high school junior described as a good quiet boy surrendered after authorities found his father Jack Hebard and his stepmother Joyce dead along with her three children. Dist Atty Robert Warren said the youth planned the slayings for some time and will undergo a psychiatric examination after arraignment on first degree murder charges.
The Anzoategui, seized by pro Communist hijackers, sails toward Macapa under Brazilian control after terrorists were disarmed. Betancourt's visit to Washington is not scuttled, and he vows continued liberal anti communist governance. Caracas and Maracaibo see related robberies and shootings.
Congressional leaders from both parties press Kennedy to secure complete evacuation of 17 000 Soviet soldiers in Cuba. Some say as few as several thousand may depart by March 15. no White House comment. CIA chief McCone reports empty Soviet merchants ships en route to Cuba.

Saigon reports first real inroads into Viet Cong D Zone for four year war. Ranger units north of Saigon wreck bases, destroy ammunition, and seize a field hospital as thousands operate through jungle tracts. Government says 30 enemy deaths and major finds support the push.
