Waterbury bargaining unit denied by Vermont board
The Vermont State Employes Labor Relations Board denied a petition by workers at the Vermont State Hospital in Waterbury to form a separate bargaining unit from the State Employes Association. The board warned that such fragmentation would be inappropriate and suggested including mental health institution staff statewide. About 30 percent of the Waterbury hospital workers favored a separate unit for 525 employees in lower pay scales. The USEA opposed the move, citing insufficient evidence of 51 percent support. The board found dissatisfaction with hospital representation by the USEA.
