Vermont lawmaker proposes alternative tax plan
Rep. James Shea of Winooski unveiled a second option to Gov. Davis 4 percent general sales tax. His plan could raise over 19 million dollars by boosting nine minor taxes and raising the income tax to 35 percent of the federal liability, with no tax for those earning less than 4,000 dollars adjusted gross income. The scheme mirrors a proposal from Sen. Leo O'Brien and differs from Sen. George Hayes plan.
