Gov. Deane C. Davis urged the House Ways and Means Committee to remove the 2 percent ceiling on the rebate tied to his sales tax proposal. Tax consultant William J. Miller informed lawmakers the draft limited rebates by modified gross adjusted income, a change Davis said he did not approve and wishes deleted.
President Nixon and the National Security Council held their fifth meeting focusing on U S participation in a potential four power peace conference on the Middle East. Paris talks with de Gaulle are planned and a Florida trip is on the schedule. Nixon visited HUD and Agriculture to stress urban welfare and hunger relief while noting farm surplus capacity.

In San Francisco the Army opened court martial proceedings against Pvt Lawrence W Reidel and Pvt Louis S Osczepinski the first two of 27 defendants charged with mutiny for a sit down strike at the Presidio Stockade The testimony centered on Capt Robert Lamont’s actions including reading Article 94 to prisoners and the protests during Oct 14 while soldiers sang We Shall Overcome and demanded press coverage Lamont testified he focused on mutiny and later read the article from a loud speaker after leaving the stockade
The EEOC issued new guidelines prohibiting job ads that separate postings by sex unless sex is a true qualification. The rules, retroactive to Jan. 24 after a DC Circuit ruling, are in effect though not directly enforceable by the commission. ANPA opposed the move, warning of lost advertising revenue, while the agency can forward complaints to the Justice Department for possible prosecution.
