Vermont Gov Davis budget proposes income tax cut

Gov Deane C Davis’ $131 million General Fund budget for 1973 includes a near 1 million cut in personal income taxes for Vermont residents. A $950,000 first phase of a three year surcharge reduction is planned, funded from unallocated funds while a gradual phase out of the 15 per cent surcharge proceeds through 1975.

Pakistan shells Indian border posts in western front clash

Pakistan troops shelled Indian positions about 200 miles northwest of New Delhi killing five Indian soldiers and wounding 29 as reinforcements moved in. The PTI cited Jaipur officials as saying the shelling began Monday night in the Ganganagar area near West Pakistan, the first cease-fire violation since the Dec 17 truce.

Lindsay enters race with broad attack on Nixon

Miami report says Mayor John V. Lindsay, 50, declared his Democratic presidential bid at a Miami news conference. He attacked the Nixon administration on Vietnam, the economy, law and order, the Supreme Court, and national divisions, vowing to speak for America Washington has ignored. Statue of Liberty clash ends under restraining order

A federal judge ordered 16 Vietnam veterans to end their two day takeover of the Statue of Liberty while allowing access during visiting hours. The restraining order required removal of obstructions and adherence to National Parks Service rules. The group, Vietnam Veterans Against the War, left the statue as directed.

Union Carbide pays fine for river fish kill in Bennington

Union Carbide Corp pleaded no contest in Bennington District Court to discharging ammonia into waters without a permit. Judge Morrissey ordered $3,576.95 restitution for fish losses and a $3,000 fine, $2,500 of which was remitted. The ammonia discharge from a plant manhole allegedly affected Morgan Brook and the Walloomsac River, killing many fish last July.

Vermont scientists claim U S uses new super bomb

Dr E W Pfeiffer of Montana and Dr Arthur H Westing of Windham College Vermont report to the AAAS that U S forces deploy a powerful bomb in Vietnam. They describe a 22 000 pound device dropped from 15 000 feet that clears a football field sized area with no crater and detonates just above ground level. The embassy and Air Force discuss publicity limits due to the weapon's devastation.
