States see tax revenues double in six years

Fifteen new taxes since 1959 and over 200 rate increases. 42 states tax retail sales, 33 income, 27 both. Surpluses may appear as $29.4 billion in the last fiscal year, but governors face choices between tax cuts or spending to meet public needs.
