Vermont towns to gain new locally administered taxes

Chester Norman Reed, president of the Citizens Tax Committee, announced plans for the 1963 General Assembly to allow towns to replace the stock-in-trade tax with locally chosen taxes. The proposal includes consumer taxes on telephone and electricity collected by utilities and paid to towns, aiming to broaden tax bases rather than rely on state crumbs. The group backs Gov elect Hoff’s stance on delaying new general fund taxes until a state needs study is completed, and argues the stock-in-trade tax unfairly burdens some businesses and inventories.
