In Taipei, UPI reports nationalist China experts expect Mao Tze-tung to relinquish Party leadership at the third national congress opening in Beijing on Sunday. Liu Shao-chi may succeed Mao, with Mao possibly becoming honorary chairman.
Rutland youngsters canvassed streets Friday asking shoppers to help 9 year old Kevin McDonnell after a Nov 30 car hit left him seriously injured and uninsured bills mounting. Gov Hoff and Lt Gov elect Daley visited Kevin at Rutland Hospital and donated to the Kevin McDonnell Fund.
President Johnson announced plans to replace the 50 year old Panama Canal with a sea level waterway and proposed four possible routes in Panama Colombia and Central America. He urged talks with concerned governments and a new treaty recognizing Panama sovereignty.
Burke Marshall resigns as head of the Justice Department Civil Rights Division with John Doar named successor. President Johnson announced the move saying Marshall will submit a resignation for compelling personal reasons. Marshall notes an understanding with JFK and RFK and will coordinate duties with acting AG Katzenbach and others during the transition.
Nobel laureate Martin Luther King Jr urged President Johnson to include Negro leadership in the anti poverty campaign. He met Johnson in Washington after a cordial New York homecoming and said Negroes must play a leading role while pushing for full civil rights enforcement and concerns about civil rights judges. He avoided commenting on his dispute with J Edgar Hoover.
POWNAL Vermont Taconic Racing and Breeding Association seeks a lower town assessment on Green Mountain Park racetrack. A three member county appeal board will file findings with the state tax commissioner within two weeks. Witnesses contended market value differs from construction cost, with expert estimates suggesting bonds and stock may fetch far less than par.
The Banner releases its first Ski Edition a 24 page tabloid filled with photographs and features on skiing and the sport’s industry. It aims to become an annual publication timed with the ski season opening.
Bennington officials plan to apply for federal funds to update the 1963 village water plan and study a possible town and village expansion. Chairman Richard Van Santvoord said the town would file forms for planning money, with board approval next Tuesday night. Funds would be repayable only if construction proceeds.

In Rome parliament again fails to break deadlock in presidential election after Segni resignation.
New York officials released word that Cosa Nostra boss Joseph Bananno known as Joe Bananas is alive and returning to the city after a October kidnapping. His lawyer William Power Maloney cited a call from Bananno's son Salvatore as the source, and said the federal grand jury probe may involve narcotics and possible plans for a gang war against Gambino and Lucyese to reclaim leadership of the New York underworld.
Vermont Tissue Paper Inc faced a hearing before the Vermont Water Resources Board on pollution of the Walloomsac River from its plant effluent. Board chair Frederick G. Mehlman said the firm was ordered to show cause and that a formal order will follow review of the hearing record and expert input. He stressed a careful statutory process and a goal of a fair, state satisfactory solution.
