Berlin Selectman Henry LaGue filed suit in Washington County Superior Court alleging the state issues low numbered plates by privilege. He sought plate 101 but was told it was in a reserved category under the Administrative Procedures Act. He argues officials grant free access to numbers one through 100 while 101 to 10,000 are reserved for past holders or their families and notes reserved plates avoid the vanity fee others pay.
