PARIS UPI Western nuclear powers plan an approach to Russia early in the new year for an agreed ban on the spread of nuclear weapons, diplomatic sources said today. The United States and Britain are increasingly perturbed by the prospect of gradual nuclear proliferation and are anxious to halt the spread of nuclear weapons.

NATO ministers at a Paris winter meeting called for strengthening the Western Alliance to face Soviet and Chinese nuclear shocks and to pursue German reunification while avoiding a decision on the multilateral nuclear force. Outside NATO, 5 or 6 allies planned talks around Jan 15 on an Allied MLF led by the United States Britain West Germany Italy and The Netherlands with Belgium possible. France under De Gaulle will not participate, pursuing an independent nuclear force.
