SST foes threaten Senate filibuster over SST funding
United Press International reports that Senate partners plan a filibuster if immediate consideration is given to the transportation appropriation conference report. The dispute centers on $210 million for SST development, risking a halt to Congress with only pending appropriations and other major bills at stake. The House backed the same SST funding and discussions continue on a continuing resolution to fund other items while excluding the SST.

Douglas cleared by House panel report on Justice Douglas
The House special subcommittee released a 924 page report clearing Supreme Court Justice William O Douglas of impeachment charges. It details his ties with businessman Albert Parvin including loan requests and gifts while Parvin ran a Los Angeles nonprofit foundation. The panel found no evidence of wrongdoing or criminal conduct, but conservatives demand fuller inquiry. Liberal Rep. Andrew Jacobs Jr plans hearings under oath, facing limited support from fellow liberals, as the vote split along party lines.

Berkshire city eyes nonprofit parking plan for downtown
Mayor Donald Butler proposed a study to form a city owned nonprofit to run parking garages on downtown lots. He cited costs of 2000 to 5000 dollars per car for multi level facilities and about 900 dollars per space for surface parking, arguing land cost elimination could amortize projects at no tax cost.
