Negotiators Seek New Plan for Viet Nam Talks in Paris
In Paris American and North Vietnamese negotiators discussed a compromise to start the expanded Viet Nam conference. Cyrus Vance met Col. Ha Van Lau to review a U-shaped seating plan intended to avoid recognizing the Viet Cong as a separate body. Hanoi sought equal status for all four delegations, while Washington Saigon rejected special Viet Cong status. Mme Nguyen Thi Binh accused the U.S. and Saigon of sabotaging the talks as Communists massed for possible attacks. The plan aims to end seating disputes that have stalled talks since November 6.
