State names Cowles head of new Human Services Agency
William S. Cowles Jr. of Shelburne was named by Gov. Deane C. Davis to lead Vermont’s upcoming Human Services Agency, a merger of health, mental health, social welfare and corrections set for Jan. 10 under the 1970 reorganization law. Cowles, 47, is currently chairman of the Vermont Environment Board, with Davis also reappointing Environment Conservation Secretary Robert B. Williams to a six month term.
