Republican Gov elect Deane C. Davis warns Vermonters of potential added taxes as about 50 million was cut from the 245 million budget requests for the next biennium.
Vermont Governor-elect Deane C. Davis named William J. French to be administration commissioner. French, Shelburne resident and longtime New England Telephone leader, will lead state administration but stay out of politics. He will be replaced by Louis M. Reder during his leave. Davis signals a hold-the-line budget and explores interagency coordination to reduce fragmentation.
Vermont Educational Buildings Financing Agency faces appeal to the U S Supreme Court after a state court upheld use of public funds and credit for church related school classrooms. Bonding counsel and former agency chairman Daulton Mann prepared the appeal. acting chair Horace Shaw expected to carry it forward.
Washington source says William P Rogers, a long-time Nixon ally and former attorney general, is the “good bet” for secretary of state. Rogers, 56, has limited diplomatic experience but served as U.S. representative to the UN General Assembly in 1967 and held roles under Eisenhower and Johnson.

North Vietnam said it is ready to discuss mutual troop withdrawal from South Vietnam as soon as the Paris Viet Nam conference opens. Hanoi insists on equal seating for Viet Cong demands, while Saigon rejects direct Viet Cong talks and flags in the meeting room. Talks have been delayed since November 6 over representation and procedural issues.
Prague papers report Independent Federation of Locomotive Engineers threatening a strike tied to the Aug. 21 Soviet invasion. Smrkovsky says he was frozen out of the preinvasion summit and will continue reform efforts while FLE denounces government refusal to recognize it.
Israeli and Jordanian troops engaged across the Jordan River in the first such clash in six days. An Amman spokesman cited a 15 minute firefight at 7 a.m. near the Al Majami bridge after a bazooka barrage. Jerusalem officials blamed Jordanian forces.
