Coast Guard defector case prompts high level inquiry
A Lithuanian sailor on a Soviet trawler attempted to defect and was returned at Soviet request. The incident exposed gaps between the Coast Guard and State Department as officials investigated delays and miscommunications. Three Coast Guard officers were relieved of duty during the inquiry.
