Ford Foundation Project A Professor Advises School Directors
School board members from Southwestern Vermont heard Dr. Robert Lorette of SUNY Albany outline policy as a plan for future action not past practice. He likened the board to the legislative branch and the superintendent to the administrative arm, stressing local boards can test new policies to meet locality needs. He noted that real change comes from district leaders and that he coordinates monthly with area officials and Ford Foundation funded curriculum improvements.

Water Board and Selectmen OK Pay for Extra Water Main Work
Bennington Village Water Commissioners, advised by lawyer, approved paying a contractor for additional water pipe work on the Globe Union extension. They also denied a North Bennington Road couple’s request for a service connection to the new main, citing legal constraints and prior voter authorization. Williams warned against altering the project’s scope, noting Putnam Deed of Gift rules, while Rogers were informed in a forthcoming letter of the opinion. An opinion on not requiring a village vote for a separate Harbour Inc. town main was accepted to avoid breaching a 1948 deed. The board also extended a car-washing ban due to continued water shortages.

Telephone Co Aims to Nab Obscene Callers in Boston Area
The New England Telephone and Telegraph Co. is developing equipment to trace obscene calls received by women in Greater Boston. A spokesman said it is improving devices and that dial calls can be traced. In other news, water tests at Lake Hanecock reservoir suggest the village may lack enough water to justify taking over the Vermont Soldiers’ Home reservoir, while revisions to chlorination equipment may shift from high to low pressure systems pending further volume tests and potential pump supplementation.
