Utilities Blamed for Rejection By House of Dickey Lincoln Funds
Washington Democrats and Maine's senators fault House opponents for dropping 807 000 planning funds for the Dickey Lincoln power project. Sen Ellender, Sen Muskie and Sen Smith accuse utility influence of derailing Maine aid, noting the project’s favorable cost benefit and the House contrast with other states. The trio lament Maine’s lack of House support and warn power sources face public-interest control struggles.

Audit dispute lingers between King and Malloy in Vermont
In Montpelier the state auditor Robert King and Motor Vehicle Commissioner James Malloy clash over a special audit. King says missing information hindered assurances to Gov Deane Davis and the discovery of 231 dishonored checks worth about 10000. Malloy claims his own inquiry located the checks in the suspensions account. King argues even with the missing checks the embezzlement total could not be confirmed due to bad addresses and a single person controlling an account, calling it a serious internal control lapse.

Vermont Welfare Practices Probed by New Legal Aid Director
Vermont Legal Aid chief Richard Blum said the agency is reviewing Welfare Department rules to assess hardship on recipients. Key points include a 60 day denial for desertion cases and a mandate for aid to needy families claimants to pursue all support from the father before aid. Possible suit against New Hampshire over a 5 percent service charge on cross state child support funds is also considered. The Windham College project in Putney would receive 1.5 million in bonds for a fine arts center, marking the first loan by the Vermont Educational Building Finance Corp despite prior legal challenges.

Troy officials set a Dec 18 public hearing on boosting the city's sales tax share to 1 percent with a half share for county tax. In a later session they will consider higher metered and flat water rates to fund the plan. Councilman Nathan Werlin linked the measure to city governance changes after the resignation of City Manager Adrian Gonyea. He estimated about 400000 in 1971, with only nominal funds for 1970.
