William Ruckelshaus testified on his confirmation as head of the EPA promising to honor Walter Hickel’s directive for New York to develop a cleanup plan for Lake Champlain sludge near Ticonderoga. Vermont officials press for urgent removal, contending delay harms the lake as International Paper cuts production at the old mill and moves to a new plant by next July.

Vermont Senate leader may oppose full education aid funding
UPI reports Sen Edward Janeway of Windham County leans against meeting the current 40 percent funding goal for state aid to education. He criticizes the Miller formula used to distribute funds based on town equalized lists, noting 17 of 22 towns in his county receive low funding. As majority leader and Appropriations chair, he faces pressure amid the Education Department request of just over $32 million, likely to be reduced.

Talks Continue As Bryant Grinder Negotiations Extend
SPRINGFIELD UPI Negotiations between the United Electrical Workers Union and Bryant Grinder Co continue with 24 hour extensions after the old pact expired Monday night. About 350 workers are represented, 140 laid off, and union officials foresee a near term agreement while avoiding a strike due to local economic conditions. Meanwhile Derby and Enosburg vote defeats on school bonds prompt new plans. In Enosburg a 10,000 bond for an industrial arts building failed 167 to 147 and Derby rejected a 1.4 million elementary school project and a swimming pool, 503 to 257 and 644 to 93 respectively. Federal watchdog action: the Federal Water Quality Administration approved pollution control programs for 31 states for fiscal 1971, with New Hampshire and Vermont receiving specified federal and matching funds. Vermont Governor’s Crime Commission grant of 111,000 federal planning funds for fiscal 1971 was announced.
