UPI reports the Agriculture Department warns retail food costs will rise about 15 percent in 1974, up from 12 to 14 percent earlier, as a severe drought shrinks harvest prospects. July market baskets fell slightly but raw farm prices rise, with meats and other livestock foods expected to climb before year end.
Federal Judge James L. Oakes refused to order WCAX to provide free advertising to congressional candidates. Dennis Morrisseau, a Vermont Democratic hopeful, claimed the station violated his rights after selling ad time to opponents. The judge dismissed the case, saying Morrisseau should have pursued FCC remedies and noting he could have failed to show lack of funds. Morrisseau was given ten days to amend the complaint.
Vermont Governor Thomas Salmon faces fallout over the Froines appointment. The inquiry probes Froines' qualifications, preselection, potential security clearances, and his ability to function in the job. Salmon defends the process amid GOP and Democratic pressure as the race eyes November.

He also briefed Senate Leader Mansfield on pending legislation and met Alaska dairy farmers Julian and his wife, Farm Family of the Year winners.
Vice presidential candidate Nelson Rockefeller urged that Nixon has been punished enough for Watergate and voiced support for Ford’s conditional amnesty for draft resisters. He defended his Attica riot handling, stressed no power to grant amnesty, and outlined campaign plans and financial disclosures.
BritainJoined the U S led group urging action to curb population pressures for the next century. Lord Shepherd stated the need to plan now to prevent rising population, noting Britain and the United States would soon reach replacement level, though no firm target was set for 2000.
A Bennington County gathering at the Avalanche Motor Lodge focused on better community coordination for the Vermont State Drug Plan. About 20 attendees from UCS, Mt. Anthony Union High School, the Bennington Police, and the Manchester Rescue Squad discussed alienation, education of doctors and pharmacists, and the need for a residential detention center, proposing several steps to improve service links and awareness.
