Tropical storm Dorothy spread squalls toward Martinique as residents rushed preparations. Forecasters expected 75 mph winds with a path between St. Lucia and Martinique, possibly strengthening to a hurricane soon. FPC Authorizes Con Ed Storm King Nuke Plant

North Pownal Considers Fire District For Water Service

Bruce Absent as Talks on Vietnam Enter Deadlock

U S Ambassador David Bruce skipped the 80th session of stalled Vietnam talks after a brief statement urging a change in Communist attitude. Habib said Bruce would work in his office and would not say if he would attend next week. Xuan Thuy had boycotted for months, while North Vietnam and the Viet Cong demanded total and rapid American withdrawal and removal of the South Vietnamese government. The two-hour session was the shortest yet, with Hanoi noting Bruce’s absence and urging serious talks.

BSD May Investigate Parents Allowed To Choose School Under Voucher Plan
