Vermont secretary says postcard registration needs amendment
Secretary of State Richard Thomas says a federal postcard voter registration program would require a legislative amendment to Vermont law. He notes that voting in Vermont requires the Freeman's Oath, which cannot be done by mail. If the federal bill passes, a special session could be needed to alter state election law.
