Canada stalls Richelieu flood plan without U.S. OK
Bernard Beaupre of the International Joint Commission says Canada will not advance flood control proposals for the Richelieu River without prior agreement with the United States. He notes that achieving 100 percent consensus may be difficult. Canada seeks flood protection for local farmers and plans to consult the U.S. State Department first.
