Washington economist Dr. Ruth Logue proposes a national plan to feed America's needy at a maximum cost of one billion dollars per year. The program would distribute staple goods bulgur wheat nonfat dry milk dry beans and lard free through regular grocery stores, using items labeled as inferior goods for their low cost high nutrition and ease of storage.
