Clark Explains Federal Riot Help Procedure
Washington Atty Gen Ramsey Clark outlined a simple procedure for governors to request federal troops in extreme riot situations. He stressed that the President makes the final decision, even after a governor submits a request, and noted that written requests are not strictly required in emergencies. The move follows distrust from Detroit dispatches and cites three conditions for federal troop deployment under the 175 year old law. Civil rights figures note rising Black enrollment in segregated schools may fuel tension, while Philadelphia authorities report Mayor Tate’s street gathering ban has curbed disorders.
