Revenue sharing would return power to the people
AMHERST Mass UPI The revenue sharing program proposed by President Nixon would return the power of government to the people at a level where people have greater opportunity to influence spending HUD Secretary George Romney said at a news conference with Gov Francis W Sargent and Rep Silvio O Conte The leaders spoke at the Town Meeting on Intergovernment Reform at the University of Massachusetts Romney and Sargent urged decentralizing decision making and giving citizens more influence over spending Reducing military spending could free funds for local needs Romney warned against federal welfare takeover and urged broader revenue sharing Sargent said Washington monopolizes personal income tax revenues leaving states to pick up the scraps after 15 billion in income taxes are paid yearly The two officials argued unrestricted federal revenues would balance state and local needs with rapid federal growth and slow lower level decline
