Kissinger warns Portugal may become NATO threat
Secretary of State Kissinger told a West European briefing that Portugal could become a Communist or heavily influenced state by next year. He warned a Communist Portugal could not remain in NATO, while a neutralist, pro Communist Portugal could split the alliance and even open doors for Italy’s Communist party in Rome. He cited Soviet funding, Cunhal leadership, and Portugal’s role in NATO planning councils as risks to alliance unity. The briefing was off the record for attribution.
