Lister Sleeman says Bennington Selectmen dodge voters by not ordering an $80,000 property reappraisal after voters rejected a $60,000 plan. He cites unconsulted spending from a 1371 revenue surplus and warns about possible uses of any budget excess beyond March. He argues the Grand List increase would create unvoted revenue.
