The Vermont Constitutional Revision Study Commission unanimously approved studying an environmental bill of rights to be added to the state constitution. The panel asked the legislative council to draft the bill and noted examples in Pennsylvania and New York. It also tentatively approved changes to bring side and probate judges under the Judicial Selection Act, with governor appointment and Senate advice.
Richard Snelling of Shelburne told Gov. Deane C. Davis that his go slow stance on selecting a new environmental secretary aimed at ensuring the most qualified person takes the job. He denied targeting Elbert G. Moulton, though notes link him to opposition to the leading candidate. Snelling urged careful study and planning rather than rushing programs, saying the success depends on the person chosen and questioning if an ideal candidate is readily available.
