A crowded public meeting at Fisher Elementary School heard state and federal officials defend a proposed municipal sewage treatment plant for Arlington. Residents voiced strong criticism of the preliminary design after nearly ten years of planning and $48,000 spent so far.
In Montpelier a large crowd urged the House Judiciary Committee to draft a broader anti obscenity bill after the Senate passed a measure banning sale and display of explicit sexual acts but not written word. President Carter abandoned the $50 tax rebate part of his $31 billion stimulus package. He also withdrew a $2 billion investment tax credit for industry, saying the rebate plus the tax credit could inflame inflation. President Carter’s final energy program draft includes a gasoline tax up to 50 cents a gallon and tax credits up to 410 dollars for insulation or storm windows. It envisions subsidies of up to 2,000 dollars for solar installations and a rapid rise in crude prices to align with OPEC levels within three years. The package also raises motorboat fuel tax to 4 cents a gallon and aviation fuel tax to 11 cents. The plan, subject to change, aims to boost energy prices and push conservation while proposing a dollar-for-dollar oil heating rebate. The administration plans to unveil the measures next Wednesday with a TV address anticipated Monday night.
