Nixon warns of aid cutoff over Peru refinery payment

President Nixon said the United States would cut foreign aid and widen sanctions against Peru's military government unless it pays $690.5 million for an American owned oil refinery expropriated last year. Special envoy John N. Irwin reported slow progress in Lima and was sent back to advise a six month deadline to compensate.

Green Berets Capture Viet Cong Stronghold

Saigon reports confirm Green Berets and Vietnamese mountain men seized a Viet Cong stronghold 120 miles west-southwest of Saigon after three weeks of fighting. They raised a 12 by 23 foot flag atop the summit, with 55 guerrillas killed and 42 allied casualties. Caves yielded hospitals, dispensaries, and stockpiled equipment. Separately a U.S. camp 100 miles northeast of Saigon suffered an attack killing 11 and wounding 13. The offensive shows a lull with localized operations and a deadly Duc Lap mine killing 12 civilians.

Nixon urged to propose legislative items by Congress

President Nixon faced pressure from Speaker McCormack to submit new legislative proposals. McCormack, while not criticizing Nixon directly, argued his delays hinder Democratic leaders in shaping the 91st Congress and slowing the budget change process. He noted Nixon has only limited recommendations in areas like electoral reform, poverty, postal reform, mine safety, surtax, and debt limits, with crime and tax reform expected soon after the recess.
