Two retired army generals led a revolt in Buenos Aires aiming to block elections seen as pro Peron. President Jose Maria Guido announced the effort crushed within hours and navy fortifications around the executive palace were dismantled as stations returned to normal.
President Kennedy asked Congress for 4.5 billion dollars in new foreign aid for the next fiscal year, trimming 420 million from his earlier request. He proposed a six point program emphasizing private investment, tax incentives for firms investing abroad, and expanded guarantees against expropriation, while relying on a Clay commission review of the aid program.
Bennington water commissioners table a water service request from Joseph D. Corcoran for Mountain View at Morgan Street and Imperial Avenue. They require: specify building plans, pay about 200 for past disconnect costs, obtain village street excavation permission, and secure town and state permits to tap sewage lines. U S customs seized a 40 foot exile boat in Miami with two bombs on board. UK police captured 17 sea raiders near Norman's Cay while a second exile group nears Cuba with 40 miles to coast. American adventurer Jerry Buchanan and others were detained and to be escorted out of Bahamian waters. The State Department coordinated the arrests with British authorities.
Harold Wilson meets Kennedy aides in Washington and argues Britain should strengthen conventional forces within NATO and de-emphasize an independent nuclear deterrent. He pins this to a possible Conservative push for an independent nuclear force, while noting U.S. views on deterrence.

Romney, who ended 14 years of Democratic rule, campaigned vigorously for adoption, helped draft the document as a constitutional convention delegate, and faced united opposition from Democrats and AFL-CIO affiliates.
A federal judge rejected an immediate court order to halt interference with Negro vote registration in Greenwood Mississippi. Judge Claude F. Clayton set a hearing for Thursday in Greenville as racial tensions rise amid a drive where Negroes outnumber whites. Leflore County shows 47 black registered voters out of about 6,400.
In Vientiane a guard killed Foreign Minister Quinim Pholsena with 18 machinegun bullets and a final head shot. The official blamed a soldier aligned with Pholsena's neutralist faction amid a shifting coalition and growing ties to Pathet Lao.
