AP reports the Trans Alaska Pipeline may begin delivering oil by mid-1978 with construction stretching about 789 miles from the North Slope fields to Valdez. Officials estimate 36 to 42 months plus 4 to 6 months start-up, pushing feeder oil to the 48 states, with earlier three-year estimates revised upward.
Four Bemidji State College coeds and a father were aboard a Beechcraft Bonanza when ice caused a loss of power near downtown St Paul Airport. Pilot Thomas A. Rausch 42 and his daughter Janet 18 were in critical condition. Mary Ann Cloud 20 of White Bear Lake listed in serious condition. Becky Graven 20 Minnetonka and Nancy O'Malley 18 St Paul were stable and satisfactory respectively. O'Malley freed herself, guided rescuers with a flashlight, and later spoke from hospital. Rausch is president of Elan Industries Inc. in St Paul.

St. Cloud Reformatory resumed normal operations Friday after a Thanksgiving break, a fire, and a Thursday morning fight between black and white inmates. Superintendent William McRae said breakfast was served in the dining room and regular work and activities continued. Two inmates, one white and one black, were segregated for investigative purposes. a white inmate was cut and a black inmate lost belongings including a $300 TV in a Wednesday fire. Names were not released.
McRae reports two white inmates attacked by black inmates amid a 4 to 10 prisoner melee. One white prisoner was slashed in the lower left leg and treated at St. Cloud Hospital before returning to the reformatory. All prisoners locked, a holiday show canceled, Thanksgiving meals served by cellblock, and visiting hours continued.
Skylab 3 astronauts Gerald Carr William Pogue and Edward Gibson spent 6 hours 34 minutes 35 seconds outside the station in a record space walk. They loaded film repaired a stuck antenna and stored space suits as they prepared to study comet Kohoutek 140 million miles away and restore the antenna to about 80 percent of its capability for earth resources experiments.
Minnesota Supreme Court rules the Pollution Control Agency cannot revoke Bemidji's sewer permit because proper notice procedures were not followed in 1970. James Ludwig had pressed for upgraded treatment. a second claim remains about riverfront land damage. The ruling implies Bemidji should have had a special hearing before revocation.
The Minnesota Department of Natural Resources will extend the $1 surcharge for hunting and fishing on the Leech Lake Indian Reservation through 1974. Assistant Commissioner Joseph Alexander said the DNR will aid enforcement to boost revenue for the Leech Lake Band of Chippewa Indians after a court decision gave the tribe broad control. Indian representatives will visit St. Paul to receive the first payment under the agreement, about $40,000 after administrative costs from stamp sales.
