Beltrami County OKs OEDP wish list despite concerns

Beltrami County commissioners approved a 26 item Overall Economic Development Plan list with HRDC input to seek federal EDA funding. Critics call the plan unrealistic with one major project a four lane Bemidji Duluth highway already in development. Carter threatens vetoes over costly farm and water bills

President Carter warned Congress he may veto major farm program and water project bills if prices run higher than his requested levels. Carter welfare reform would emphasize jobs and rewards

President Carter outlined a plan to replace welfare with a system that preserves federal support while rewarding work.
