Minnesota public schools confront tight budgets with rising layoffs as enrollments fall and funding limits bite. About 309 non-tenured Minneapolis teachers and 51 administrators receive notices while boards plan cuts to athletics, buses, bands, clubs, and field trips amid pressure to boost aid and consolidate districts.
In Birmingham Michigan police search for a white male kidnapper 20 to 35, well educated and trusted. The 11 year old Timothy King was taken March 16 and found dead in a Livonia roadside ditch. Detectives believe the suspect injured others in the series of abduct-and-kill cases.
County officials in Grand Forks North Carolina report several toilet paper rolls missing from the third floor women's restroom. County Commissioner Tim Matteson says theft is suspected though heavier demand could not be ruled out. A courthouse source cites three to four rolls missing. No action was taken though a one roll at a time policy was floated.

MRI projects 1 217 permanent jobs from operation and 1 050 new positions during construction for a peat gasification plant in northwestern Minnesota. The study, covering Beltrami Lake of the Woods Itasca and Koochiching counties, notes 668 new residents during operation and 1 068 during construction.
