A powerful explosion at the Hokkaido state office in Sapporo killed a 45 year old woman and a 50 year old man and injured 68 others. Police say a terrorist group claimed responsibility amid talks of Ainu discrimination.
Washington AP reports a Mitre Corp study finds violent crime "considerably worsened" in eight cities targeted by a 1972 multimillion-dollar federal anticrime program. The cities Atlanta Baltimore Cleveland Dallas Denver Newark St. Louis and Portland received 140 million for 233 projects since January 1972.
The first two days of March bring heavy snowfall to Minnesota with freezing drizzle and high winds. Duluth Bemidji Willmar and Benson report five inch snowfalls in 24 hours, Duluth reaches 21 inches on the ground, and two traffic deaths occur amid icy roads and blowing snow.
A heavy snow warning is in effect with snow and significant blowing and drifting. New snow may reach six inches by late tonight, then diminish to flurries by Wednesday. Cold tonight with highs near 6 to 22 and a low from 5 below to 12 above. Northeasterly winds 15 to 25 mph today.
The Bemidji city council approved adding Stuart's Inc land on Highway 2 West to a B-3 highway business rezoning package after long dispute. The action aligns with Planning Commission recommendations and includes other items such as final plats, variances, vacation of an alley, and a supper club permit. The meeting also noted mediation talks with Retail Clerks union over wages, plus personnel changes and building code readings.

City council hears cost per use of the Ladies Municipal Restroom at 39 cents based on a $7,921 annual budget. Vic Berglund cites 20,310 annual uses with 65 downtown restrooms, while city staff confirm full time attendant and overhead costs including salary rent and janitorial services. Mayor Peterson quips he will pay the fare though unable to use it.
