Senate backs nine month pullout from Indochina
The Senate voted 57 to 42 for a non binding pullout by nine months if all American POWs are freed. The White House dismissed the move as not altering war policy while House leaders signaled it would die in conference. Mansfield framed the measure to push ceasefire talks and staged troop withdrawals with prisoner releases over the period.

Chicago Sun-Times Joins Printing Classified War Data
The Sun-Times became the fourth newspaper to publish parts of a Pentagon study on Vietnam. Courts restrained The New York Times The Washington Post and The Boston Globe from further printing. The Sun-Times ran an August 1963 memo by State official advising Diem’s ouster if he negotiated with Hanoi, and a September 16 memo by Roger Hilsman. Government appeals contested rulings blocking Times and Globe, while declassification review proceeds and Defense Secretary Laird orders rapid censor moves.
