Congressional Democrats move to craft a unified energy program after Ford challenged them to offer alternatives. Speaker Carl Albert directs a task force with committee chairmen to produce a detailed plan with timetables and cost estimates within a month.
The Pioneer announces its Question Mart service to solve readers problems by acting as a go-between with authorities. It pledges to seek replies, cut red tape, and plead cases on request.
The Bemidji Board followed a 15 per diem and 50 dollar monthly clerk treasurer setup, with no per diem for other members earlier. After state repeal, boards set higher salaries. Schwartz and Goodell waived their 50 monthly salary and 15 per diem, while four other members kept 15 per meeting, mileage never claimed, policies set at July meetings.
Bemidji city officials acknowledge a practice where City Manager John Lloyd voids parking tickets for council members on city business. Officials say tickets are marked void and signed, with the city manager citing meter malfunctions as the reason. They said North Vietnam will increase pressure soon but is unlikely to mount a full-scale attack in six months unless Saigon faces sharp shortages.
U. Alexis Johnson opens the second SALT round in Geneva asserting optimism about reaching a treaty. Negotiators aim to finalize SALT II for signing during Brezhnev's visit to Washington next summer, reflecting progress toward limits agreed at Vladivostok.
Public Health Service patients face limited care as Indian Health Service in Cass Lake and Red Lake runs short of physicians. Red Lake needs two more doctors to reach a four person roster while Vass Lake holds two of three positions. Nationwide 97 percent of 525 physician slots are filled, but gaps cluster around the Dakotas and remote facilities sometimes lack any doctors.
