President Nixon sent a 1974 budget proposal totaling 268.7 billion dollars to Congress arguing it aims for a new era of progress. He urged a ceiling on total spending to keep taxes and prices down, noting the plan increases by about 19 billion dollars.

A U S helicopter pilot WO Anthony Dal Pozzo 22 of Santa Barbara California died of wounds from ground fire while on a courier mission ten miles southwest of Can Tho shortly after the cease fire took effect. Lt Col Daniel Rickard of Williamsburg Virginia was wounded. The helicopter reportedly bore neutral zebra markings.
The forecast calls for fair to partly cloudy skies with a warming trend through Tuesday. Highs reach 15 to 25 today and 24 to 30 Tuesday, with a 10 percent chance of rain today, 5 percent tonight, and near zero on Tuesday.

The cutoff may force a major budget reduction and a drop in local draft boards from 93 to about 15 in larger cities.

Bemidji airport officials study a $34 500 local share to unlock $250 000 in improvements including runway lights, seal coating, approach lighting, security fencing, and a three minute fire rescue vehicle, funded by air transportation users fees rather than taxpayers.
